Its me again, and my fish is REALLY SICK...HELP NOW PLEASE!

Ok, so when I first started keeping African Cichlids, I had become a hypo condriact about them being sick. Barb gave me great advice by telling me that I was over medicating for diseases that werent even happening.... Ever since then, my babies have been doing very well!!! But NOW, I am 99% sure that Oscar, my Electric Blue Johanni (the one that Barb said was going to be a trouble maker, which was true) has cotton wool disease. For the past week, he has been acting strange - Not in his usual hiding spot, not chasing the other males around, not being a big bully etc.... AND he is BARELY eating!!! I only feed them every other day per Barbs suggestion, and Im getting ready to move them into a 55 gallon, but anywho, I have been watching Oscar, and there has been a spot on his forhead, basically between his eyes that basically looked like he had scraped his head and pulled some of the scales/skin off.... But it got worse, and now I just went to change their water and feed them, and I got a closer look at his head, and now there are 3 spots on his head that look like that, and the first spot has gotten even bigger now, and the best way to describe it, is that it looks like he has dead skin (like when humans have a spot where the dead skin is chaffing off) and then I looked even CLOSER at him, and it looks more like a furry area of white stuff.... The other two spots, although not as big, have the same look and consistancy.
So, not am I only worried for Oscar, but I know that "Cotton Wool Diesease" is VERY VERY contagious, and Im not completely clear of what to do. I know I need to quarantine Oscar, but I have so many questions, and Im starting to panic.
So here are my main 's :
Is the water contaminated??? If so, should I leave Oscar in the contaminated tank and put the others in the quarantine tank?
Whether I put Oscar or the 4 others in the quarantine tank, should I use the water from the contaminated tank to fill like half of the quarantine tank, and then fill it all the way with fresh???
OMG, Im freaking and there isnt much I can do in the way of buying meds till at least tomorrow, but I feel like I should get him into the quarantine tank now....
What should I buy as an anti-biotic? Any special water conditions???
