Although there are a handful of idiots who can't follow laws..
Illegally imported = a broad term
missing period,misspelled words
late flight, early flight
wrong stamp, stamp in the wrong place
something unreadable, smudged , etc..
disagreement between two governments on form types
disagreement between a government and CITES
government inspectors that can't ID something
all those issues = Illegally imported and most of the time that means confiscated shipment(s).
Guess what happens to those "rare" confiscated animals?
A very small percentage goes to zoo's the rest are euthanized

Some day politicians worldwide may just snap into reality and look at the #'s and facts.

If people would have kept passenger pigeons - I'd bet they'd still be around.
Collecting and exports have been disallowed on zebra plecos as their habitat is still poisoned by mercury to mine for gold and the river is altered for dams - in a few years, those in collections will likely be the only ones left.
My state "protected" all native species by banning collection and sale.
You can no longer catch a turtle or frog - for the "pet trade" , but you can kill them

to eat them. Can't catch a snake for the pet trade but there are no laws against killing them

It sucks when idiots steal from zoo's and ruin programs .
But the added twisted facts and "reprocussions" someone usually tries to add suck as well
