Where the name "Oscar" came from (?)

In 1997 a gentleman named Roger Sleet submitted this explanation of the origin of the name Oscar to my website. Fact or fiction?[quote]As you correctly say the specific name for the Oscar is ocellatus normally pronounced os'-sel-lay'-tus. In the UK it is also pronounced os'-kel-lay-tus. Now say that with a London accent and it becomes Oscar-layd-us. The rest is obvious.[/quote]
